JSIS 478 C: International Negotiations: Indo-Pacific Region Policy and Simulation

Time: Mondays and Wednesdays, 1:30 - 3:20pm 

This course is a practicum focused on the current, real-world policy issues and international negotiations of the Indo-Pacific region, as well as the theory of bilateral and multilateral negotiation, public policy, and the politics surrounding policy formation.  

We will look at the roles of large and small countries in policy formation, negotiation, and how countries negotiate to increase the chances that final policy outcomes reflect their preferences and concerns. The course will begin with lecture and discussion to establish a shared background knowledge of the issues and functions of the various organizations and institutions working on policy in this complex and rapidly evolving region. Students will be assigned countries in pairs, though all your work is expected to be original and individual. We will then move into a series of alternating lecture/discussions and negotiation simulations on five areas of current Indo-Pacific policy, then end the quarter with a simulated regional Summit, where teams of students will represent assigned regional countries in an extended negotiation over selected major policy issues.  

We will discuss and work with questions of comparative government, the history of colonization and the ongoing process of de-colonization in the region, economic and social development, trade, currencies and national debt, media, public communication, leadership, accountability, decision-making, assessing project outcomes, forecasting, project budgeting, taxation, and the challenges of executing complex projects in the real world.
